The House of Representatives was partially vindicated after the Supreme Court temporarily set aside a lower court decision declaring “unconstitutional” a legislative franchise issued by Congress.

Former Paranaque Rep. Gus Tambunting said members of the 17th Congress who passed the legislative franchise granted More Electric and Power Corporation carefully studied each of its provisions and remain confident that it will pass constitutional scrutiny.

In the same resolution, the High Court also issued a temporary restraining order directing the Lower Court against enforcing its order that made permanent the restraining order invalidating portions of the Republic Act 11212 that granted More a legislative franchise to engage in power distribution operations in Iloilo.

The SC said the TRO was “effective immediately and continuing until further orders from this Court,” effectively slamming PECO’s public declaration that the SC had already ruled in its favor.
