The federal appeals court in Washington, DC, sided with grand jury secrecy on Friday, ruling that federal district judges don't have the power to make the grand jury's records public, even in historically significant cases.
The decision has major implications for the release of grand jury records -- especially at a moment when the lower federal court in Washington has been asked to make grand jury information related to the Mueller investigation public.
Grand jury testimony is simply a one sided diatribe by a prosecutor that is not challenged. The defendant and his attorney isn't even present. In other words, it is total crapola, especially when from Clinton Foundation lawyers working for Mueller and other FBI stoges.
Congress should specifically amend Rule 6(e) to grant explicit authority federal judges to release grandjury records, especially historic, when public interest merits. Amend6e

This does not, however, address that provision of Rule 6(e)(3), FRCrP, that has been interpreted by multiple courts as empowering district judges to order the release of GJ testimony to a congress considering impeachment procedings.
I believe there are exceptions. I don’t know the details of how you would get something to fall in that realm, but I’m sure a higher court will decide at some point.
