In an interview with ANC’s Headstart hosted by Karen Davila, Drilon, also former Justice Secretary, said the problem is that some government officials tasked to implement the law seem to have misinterpreted a certain provision which excludes life-termers guilty of heinous crimes from benefitting from it.
“The problem with that interpretation is that if those who are only charged are excluded from the law, those who are charged with heinous crimes are excluded from the law, how much more are those who are already convicted of the crime? And therefore it is absurd to say that life-termers guilty of heinous crimes are included in the law simply because the law is not clear. It is clear to me. Therefore we should not amend the law,” Drilon explained.
Drilon said that under the said DOJ order “The release of those guilty of heinous crimes shall only be upon the approval .”
