The Philippine National Police will oversee training of police recruits under a new law signed by President Rodrigo Duterte.
Republic Act 11279 , signed last month and a copy released Thursday, placed the Philippine National Police Academy and the National Police Training Institute under PNP jurisdiction. The PNPA provides police education and is the primary source of police lieutenants for commissioning. It was previously under the Philippine Public Safety College, a bureau under the Department of Interior and Local Government. Meanwhile, the NPTI handles mandatory and leadership trainings of all police non-commissioned officers.
This comes after an incident of sexual harassment was reported the previous year in the PNPA. In October 2018, then PNPA director, P/BGen. Joseph Adnol, was sacked over alleged hazing and “oral sex punishments” imposed by senior cadets on younger students. Following the incident, P/Gen. Oscar Albayalde, PNP chief, insisted that they move the jurisdiction of police training to the PNP.
