A killer driver who claimed the life of a young man has stuck his tongue out at court, in a move the victim's mother has slammed as 'arrogant.' 9News

The DPP says Stronach could have been distracted, suffered a coughing fit, or even fallen asleep - and that would have been a reasonable excuse for losing control of his vehicle and killing the young man.

This "outrageous" decision came about as a result of previous legal rulings involving negligent driving in the state. But leading legal figures have slammed the soft sentence, with Victoria's former Chief Magistrate Nick Papas QC telling"In Victoria I would be very surprised if this case had not been prosecuted for a jury trial alleging dangerous driving causing death, and there may have been jail," he said.

"It appears to be an obvious enough case that would have justified prosecution. We don't know whether he would have been convicted but this is the sort of case where a jury would have decided whether a person should or should not have been convicted." he was "sorry" for the crash, he claims he struggled with the $1600 fine he received as part of his punishment.

Nick Papas QC has called for a review into Tasmania's legal system, saying, "the state's government and the politicians need to review how the law's operating."
