Senate Bill 10 is an opt-in law that allows developers to build up to 10 units on a former single-family parcel. Residents are upset.

The Chula Vista City Council on Tuesday will consider the pros and cons of implementing Senate Bill 10, the controversial state law allowing up to 10 housing units on a single property in a transit-rich area. Over the past eight months, city staff members have been reviewing whether the city could adopt certain provisions of the legislation without the drawbacks that may come with such a law.

The city could cap the number of units allowed to fewer than 10, as well as control the location and scale of multifamily developments. Those options were insufficient for the Chula Vista Planning Commission, which is opposed to adopting SB 10. In December, commissioners unanimously voted against doing so, expressing concerns about the effects on neighborhoods with accessory dwelling units, how it might change community characteristics and how it might exacerbate parking issues.
