Zapata allegedly accessed the public website from home at about 5:30 a.m. on Oct. 25, 2022, about two weeks prior to the midterm elections. She allegedly used her city-issued laptop to submit all three requests within a 10-minute window, according to the complaint. Military voters are not required to register to vote and are exempt from providing a photo ID, Claire Woodall-Vogg, executive director of the state's Election Commission, told reporters in November 2022."So, it's my belief that was pointing out that you can go onto the public system, make up a person and request a ballot," Woodall-Vogg said at a press conference at the time.
