Mueller may not have found enough evidence ~to indict or convict~ on charges of collusion but... Mueller holds a very high level of proof. And Barr has a very liberal view of presidential power. We will see what Congress has to say.

Please correct this headline. Not even the Barr letter says 'no evidence' of collusion. It says 'did not find that anyone...' That just means Mueller concluded that whatever the evidence was, it likely would not establish guilt beyond a reasonable doubt.
