An arbiter, however, said the city couldn’t prove that Buford’s use of deadly force was “objectively unreasonable” and ruled that the firing was unjust. A Cuyahoga County Common Pleas judge affirmed the arbiter’s decision.in Buford’s favor, declaring that he should return to duty and collect backpay.
The city declined to appeal the case to the Ohio Supreme Court, opening the door for Buford to rejoin the force last week. “The city is much better because he’s back in the department,” his lawyer, Henry Hilow, said. “I’m glad he had the patience and conviction to vindicate himself. It has been a long journey.”
