So if Voice can just be legislated, why change the Constitution? If it is truly important, why risk a No vote? And if it works then no future government would abolish it. But if it doesn't work then can easily be changed (if not in Constitution). Referendum makes no sense.

before we go to referendum for constitutional change nationally, I'd like SA to be a test case. I suspect that it'll be problematic because the language & intent are unclear, & interests will move to exploit that.

I always think of South Australia, when remembering the indigenous lady from a remote community who needed a few dollars to go to Adelaide for her cancer treatment. The guy looking after the money said there was no money but he had just finished putting an extension on his home.

I would be more concerned about race laws that enfranchise some while disenfranchising others. The electorate did not get the opportunity to decide whether race laws were a good idea or not, and to be honest the proposition should never have been tabled.
