There has been a pre-Christmas rush among ministers to get their priority legislation through before the cabinet reshuffle on Saturday, with an extraordinary late burst of activity to keep President Michael D Higgins busy signing bills into law over the festive season.

Stephen Donnelly has now received cabinet approval for new measures on international surrogacy which will be inserted into an existing government bill next year.

obraonain Morally and ethically this is so wrong. Horrible day for women abroad taken advantage of by wealthy Irish people. Same as rich Americans who came to Ireland in 1950s for babies taken from women in mother and baby homes.
