Pennsylvania counties have reported receiving more than 850,000 completed mail-in ballots from the roughly 1.4 million that voters have requested. About 70% of requests have come from Democrats and about 20% from Republicans. On the issue of the federal civil rights law, Democratic Justices Debra Todd, Christine Donohue and David Wecht saw a violation of federal law, while Democrat Kevin Dougherty and Republicans Kevin Brobson and Sallie Mundy did not.
But a 1968 change in state law, they said, deleted from a section of the Election Code"the requirement that counties set aside ballots based on the date appearing on the ballot-return envelope."

I would say it's immaterial if the postmark date on the envelope is current with the election coming up. If it's from a previous year or election month, more than 6 months then it is material.

'Accurate' dates? How are they supposed to know if a date was 'accurate' when it was written, when they aren't allowed to count the ballots until after the polls close on election day? If they're in the drop-off box by that time, they've clearly been completed on time.
