If it's sold in the province it can be grown in the province. This is an absurd Quebec/ Manitoba government policy to monopolize and prohibit safe alternatives. I hope the provinces lose on this one.
I think they should ban all domestic cannabis unless the plants can prove they are fluently bilingual in our official languages.
Not a surprise when you know how heavily invested Quebec investors are in the industry. They have a monopoly now and want even more. Hearing rumors of synthetic cannabinoids being added to retail cannabis to increase chances of addiction too. All about that profit.
