Despite the Indigenous Languages Act passing in 2019, advocates say excluding Indigenous languages from a bilingual bonus 'sends a signal to people who have been working really hard to reclaim those languages that their languages aren’t worth reclaiming.'

Treasury Board President Mona Fortier rises during question period on May 2, 2022, in Ottawa. The Treasury Board is rejecting an idea pitched by some Indigenous public servants to be included with English and French speakers as recipients of a bilingual bonus.

The federal government’s decision to exclude Indigenous language speakers from a bilingualism bonus for public servants has prompted a backlash and questions about whether the Trudeau government has forgotten about one of its own laws. The Indigenous Languages Act received royal assent in June 2019 and was created to support and promote the efforts of Indigenous people to reclaim, maintain and strengthen their languages. Section six of the act says, “the Government of Canada recognizes the rights of Indigenous Peoples recognized and affirmed by section 35 of the Constitution Act, 1892, include rights related to Indigenous languages,” along with other existing treaty rights.
