This would seem to make sense as it comes directly from the constitution. How could they rule otherwise? What they have to do is define excessive. If they don’t they have shirked their duty to provide guidance in interpreting this part of the us Constitution.

This is a much needed decision. Fines are necessary & help fund government functions, while also serving as a punishment for bad actors. However, many states & cities have gone to the extremes in fining people & confiscating their belongings. This ruling should put limits on it.
