Rand Paul has been fighting to get this method of state-sanctioned shakedown changed for some time. Did the WSJ bother to cover it back then?

Yes I am totally pro-law enforcement but this particular law is total BS and incentivizes profiteering by departments and other officials to go after (sometimes not always) innocent people and try to find them guilty. That’s not how it’s supposed to work in the USA.

I disagree re 'excessive state fines.' One should not profit from their crimes. What's next, bank robbers get to keep the money? If criminals want to keep the $$ made from their crimes, then there should be an IRS audit & taxes paid on same before they cash in. This is stupid.
