"We face these things every day and there are no easy solutions, and there's no easy way around it," Ms Davis said.She said inspectors needed greater powers. "We've been working with the Department of Primary Industries on what contemporary powers might look like," she said. "[Inspectors] can't intervene in a situation unless they tick a whole lot of boxes and by the time they tick the boxes sometimes … sad things have happened.
"Under animal welfare legislation, animal welfare is an important thing, but under private property and trespass [laws] we're not authorised officers, so the inspector has to make a decision on the spot as to which rules he's going to follow," she said."We've now in some respects got the benefit of all the work that other states have done to look at what might best practice.
"People think we can go in all gung-ho and take animals without any reason, just because they think that the conditions are not right.

I can’t even bring myself to read the article. I know it’s horrible, man’s cruelty to animals. How does someone get to be so heartless and cruel? I can’t understand it. Penalties need to be more severe for those who mistreat animals.
