Hope so! They also have to do it in Europe as the privacy law here is similar so it's easy for them to do it in all US and Europe then just in LA and Europe.
I don't trust California laws so I suggest Microsoft follow federal laws and tell Cal8fornia to take it up with Federal government if they have a problem with it
