The Commission on Human Rights (CHR) in Central Visayas is investigating the killing of four suspects in the robbery of four jewelry shops and a money changer inside a mall in Mandaue City last Saturday night.

Leo Villarino, chief investigator of the regional CHR, said CHR Central Office ordered the investigation.

According to the police account, Kevin Plaza Andales, Wilfredo Suerte Enguito, and Philip Faburada wrestled with arresting policemen as they were being brought to the Bogo Police Station about four hours after the robbery. “The objective of the investigation is to find out why the three suspects found a chance to grab the firearms of the policemen. In the police operations manual, a suspect should be restrained or handcuffed not only to protect the suspect but more importantly the police. We assume they followed the procedure but we want to find out why the suspects were able to grapple for firearms,” Villarino said.

Villarino also asked the public not to criticize the CHR for stepping in even if it involves suspected criminals.
