Former Senate President Juan Ponce Enrile blamed on Wednesday detained opposition Senator Leila de Lima and former Interior and Local Government Secretary Manuel A. Roxas II for creating the confusion over the release of 1,914 convicts serving time for heinous crimes under the controversial Good Conduct Time Allowance (GCTA) law.

Enrile said the Cabinet members of former President Noynoy Aquino III should be disqualified from holding government office forever for crafting an ‘’unconstitutional’’ Implementing Rules and Regulations of the GCTA.

He said there is no confusion in the GCTA whose section 1 explicitly excluded, among others, those charged with heinous crimes, from those to be paroled for good conduct. As of last Tuesday, less than 700 of the 1,914 unlawfully released by the Bureau of Corrections under the IRR of the GCTA have so far surrendered after President Duterte gave them 30 days to surrender to serve their rightful sentence or be hunted down and even shot.

Enrile said the IRR of De Lima and Roxas was a ‘’mistake’’ because senators reviewed and signed the GCTA bill before it was sent to Malacanang for enactment into law. ‘’Why change it?’’ he asked.He maintained that then BuCor Director Nicanor Faeldon, a Marine and not a lawyer, should not be faulted for releasing a portion of the 1,914 convicts paroled because he only followed the IRR of De Lima and Roxas.
