Justice Secretary Menardo Guevarra believes amending the country’s anti-terrorism laws under the Human Security Act should address concerns of youths being recruited by the Communist Party of the Philippines (CPP).

“Amending and giving more teeth to the Human Security Act will suffice, in my opinion,” Guevarra said on Tuesday .Guevarra cited that “one of them imposes a penalty of P500,000 per day of incarceration upon any law enforcement officer who mistakenly accused and prosecuted a person for terrorism, even if done in good faith.”

The Secretary made the statement in response to proposals of Department of Interior and Local Government Secretary Eduardo Año to revive the anti-subversion law. Año explained that the anti-subversion law, which was passed in 1957, but repealed n 1992, made it a criminal offense to be affiliated with Communist groups.“With all due respect to Sec. Año, mere membership in the CPP is not a crime unless overt criminal acts are committed,” he explained.
