There were rules in the 20’s, 30’s but I can’t tell you when or who ended them. You had to have a job, didn’t matter what you did in your home country. You had to have a job, a sponsor who vouched for you and you had to have a place to live all before you got here. No free lunch

Immigrants should have a sponsor, 6 months to find a job, no criminal record, no diseases. If they default on any they should not be allowed in. If after 6 months they aren't working or a student they should be sent back to their country of origin.

Long time in the application process. The difference is it will be applied not just in papers. If you don’t have enough money to support yourself and your family, they ask you to have an sponsor. This is very old.
