CHR spokesperson Jacqueline Ann de Guia said the commission was in a quandary because among the victims were four police intelligence officers, a lawyer, and a former mayor.
The CHR Central Office already sent additional personnel to augment the regional and local CHR offices in Negros following the killings. “Kami rito sa CHR ay nagpadala ng mga imbestigador mula dito sa central office kasi hindi na kinaya ng aming sub-office ,” de Guia said. Apart from personnel from the central office, De Guia said they have also instructed their regional office to send more CHR investigators to the island.De Guia said the investigators were instructed to look into each of the 17 cases without bias and regardless of the possible motives.
“Una, gusto lang nating malaman yung katotohanan. That’s the primary purpose of the investigation. Pangalawa ang malaman kung may pananagutan ang sinuman, kahit government or non-state actors ,” De Guia said.“Yung brazenness, doon tayo naaalarma. Tapos yung pagkakasunod-sunod, yun ang cause of concern natin ,” she added.De Guia clarified it has not yet been determined, both by the police and the CHR, if the killings were perpetrated by one group.
