Nelson Siacor Torayno, a 32-year-old Filipino, allegedly raped his child victims, filmed the attacks, and distributed the videos on the dark web. Information of his arrest in April was kept from the public for months due to ongoing investigations.

IJM said that despite the significance of the arrest, it could only be announced to the public on Thursday due to ongoing investigations. Also on that day, a 10-year-old boy was rescued in Liloan, Cebu; and the following day, two 8-year-old boys in Iligan City – all alleged victims of Torayno. Australian Federal Police Assistant Commissioner Debbie Platz said the arrest highlighted the impact of cross-border collaboration among foreign law enforcement agencies in the fight against the online sexual exploitation of children .

United Kingdom National Crime Agency Director Rob Jones cited the importance of global cooperation in protecting children against online sexual exploitation.
