Sceptical hypothesis (tho probably false): NPA under pressure not to prosecute, so drop it. afriforum say they'll do it privately. NPA worry that DZ will be found guilty, so reinstate the charges, bt only so they can intentionally fail to convict, keeping the zuptas happy.
