The Commission on Audit, in its 2018 annual audit report for the TPB that was posted Wednesday, said the tourism agency must file legal action against those involved in the project in view of the serious questions on the propriety and legality of the project implemented in 2018.
Before resigning as TPB COO last year, Montano told media that it was then Tourism Secretary Wanda Teo who referred MII to him. This violates Sections 7.1 and 7.2 of Republic Act No. 9184 or the Government Procurement Reform Act. Further, state auditors said that they found various provisions of the MOA between TPB and the MII to be “disadvantageous to the government.”
“The advertisement expenses for the said project amounted to P2.116 million or 4.87 percent. While the Buhay Carinderia advertisements amounted to P50.152 million or 62.69 percent of the total project cost,” the auditors explained.
