Department of Justice (DOJ) Secretary Menardo Guevarra has been designated by President Rodrigo Duterte as officer-in-charge while the chief executive is on an official trip in Japan.

In Special Order No. 528, Duterte stated that he designated Guevarra as officer-in-charge “to ensure the continuity of government service.”

“All Acts of DOJ Secretary Guevarra for and on behalf of the President pursuant to this order shall be deemed acts of the President unless disapproved or reprobated by the President,” read the order. With this, the order also directed all government departments, agencies, and instrumentalities to “assist DOJ Secretary Guevarra in the discharge of his functions as stated herein.”

Gueverra will remain officer-in-charge from May 28 up to June 1 while Duterte is in Tokyo, Japan to participate in the 25As officer-in-charge, Guevarra has to “take care of the day-to-day operations and oversee the general administration of the Executive Department.” If necessary, Guevarra was also given the directive to “act for and on behalf of the President, except on matters that the President is required by the Constitution to act in person.”
