Bullet holes on the bedroom wall of Ariel Bibas, 4, in Kibbutz Nir Oz. Ariel was taken hostage on Oct. 7 with his infant brother, Kfir; his mother, Shiri; and his father, Yarden.
The report condemned what the rights organization said were various war crimes and crimes against humanity, including “deliberate and indiscriminate attacks against civilians,” the use of civilians as human shields, and cruel and inhumane treatment. The report is the rights organization’s most extensive allegation of war crimes in the Oct. 7 attack by Hamas and four other armed Palestinian groups, including the al-Quds Brigades, the militant wing of Palestinian Islamic Jihad. The killing of civilians and the taking of hostages were “central aims of the planned attack, and not actions that occurred as an afterthought,” the report found.
The report comes as the war in Gaza — Israel’s response to the Oct. 7 attack — continues to kill Palestinian civilians, with Israeli forces alleged to have committed war crimes in the enclave. More than 38,700 Palestinians have been killed in Gaza since Oct. 7, according to the Gaza Health Ministry, which does not distinguish between civilians and combatants but says the majority of the dead are women and children.
