He was elected to the Texas Senate in a 1973 special election to succeed Democrat Charles Herring. He served until 1985 and filed 124 bills that became state laws,He joined the U.S. House in 1995, representing an Austin-based district and replacing longtime Democrat Jake Pickle. Though redistricting has changed his constituency, Doggett likes to say he represents “the heart of a congressional district once represented by Lyndon Johnson,” the 36th president.
