Jose Maria Guerrero posed as attorney Rodolfo Solis Zepeda in 100 immigration court hearings

An Olmos Park man who lost his law license has been sentenced to five years of federal probation for impersonating an attorney. Jose Maria Guerrero, 69, admitted pretending to be a licensed lawyer he worked for — Rodolfo Solis Zepeda, 76, of San Antonio. Both men pleaded guilty this spring to conspiracy to defraud the United States and to make false statements. U.S. District Judge Xavier Rodriguez sentenced on Guerrero on Tuesday, after handing down a similar sentence for Zepeda in late May.

He was facing three disciplinary actions alleging he failed to communicate with clients, failed to hold clients' funds in trust, failed to return unearned fees, violated prior disciplinary judgments, and participated in conduct involving fraud, deceit or misrepresentation. In December 2016, the U.S. Board of Immigration Appeals — which oversees immigration courts — disbarred Guerrero and prohibited him from appearing before the board or any of its courts.
