In April, the Minister wrote to Ms Duddy promising to consider the suggestion that an aggravating factor could be created to ensure tougher sentences for those who supply drugs to the vulnerable.
She continued: "We want an aggravating factor to be applied where drugs are supplied to vulnerable people, people suffering with poor mental health, children etc. If there's evidence there to say somebody supplied drugs to a young person who then dies with drugs, there has to be something put in place. She added: "The legislation is there for the judges to impose 14 years. It's there. The judges should be told to impose these sentences.
"This suggestion would need to be carefully considered and discussed with practitioners involving in the prosecution of offences to assess its workability."
