Kasper's family said he had just gone across the street to play with a friend with his parent's permission.

The family's doorbell camera captured a car hitting Kasper in the street in front of his friend's house across the street last Friday.Friday evening near Village Oaks Circle.

A helicopter rushed Kasper to a hospital in Chattanooga. His family said through his pain and after he woke up from surgery, Kasper couldn't stop telling medical personnel about his favorite thing in the world: Dinosaurs. But the driver told police he was going between 15 and 20 miles an hour when the child darted out in the roadway.
