Opposition leader Bill Shorten will resume his election campaign in Melbourne, where he will be reaffirming an old Labor promise to reverse cuts to penalty rates.
Mr Shorten will announce plans to reverse the cuts within Labor's first 100 days in office if he's elected in May, as well as legislation to prevent that decision from being overturned.
