THE House of Representatives has just issued its latest consolidated version of a bill amending the Rice Tariffication Law . This will be reviewed by the Senate, which will either adopt the House version or craft its own bill prior to a bicameral meeting to produce a final measure for passage into law.There are three major amendments being proposed, starting with the restoration of National Food Authority's power to import rice.
'The problem is that the three enumerated reasons are always present in our rice landscape. Domestic production can only supply an average of 83 percent of total rice demand. This is the reason why we need to import huge volumes, which before tamed rice inflation, because imported rice was cheaper even with a hefty 35-percent tariff.Harvard Professor C.
