Reaction from world leaders to the news that the prosecutor of the International Criminal Court has requested arrest warrants for the leaders of Hamas and Israel was relatively muted on Monday — outside of the United States. President Biden called the prosecutor’s application for arrest warrants against Israeli leaders “outrageous,” and slammed the equivalence made between Israel and Hamas. “We will always stand with Israel against threats to its security,” he said in a statement.
