The agency managed to stop some of the loans from being processed but not before Lacey was able to get $400,300, according to court records. Most of Lacey’s conduct took place from his prison cell in Arkansas, where he was serving a sentence on a previous fraud conviction, according to prosecutors. Prosecutors allege that Lacey then directed some of the money he received to other bank accounts in a money-laundering scheme.
