One union source said that, the weeks of talks over the plan to extend workers’ rights had exposed the internal differences within the Shadow Cabinet between those proposing to water down the policy and those defending it. The talks, which were agreed to be held in private, spilled out into public when a supposed draft change was leaked to the press. Last week’s meeting was “forthright”, insiders said, but this week noises coming out of the talks were far more congenial.

But given how much Rayner has staked on the workers’ rights reform – and her links with the unions – it would look like a personal retreat if the plans were watered down. There is a general acceptance that timing could become an issue which suggests that the New Deal, and its implementation, is not yet set in stone.

The insider, who is close to Reeves, said they believed she “has a good relationship with Jonny and a pretty good relationship with Angela but she will take no prisoners if we win”. But there was no specific mention of the workers right pledge, despite the party saying it was still committed to bringing forward the legislation within the first 100 days.

The source added: “One problem is that because we were aiming for a May election, we had to nail down manifesto submissions by February – when some Shadow Cabinet had only been in their new post for a few months. So it was inevitable we wouldn’t have all the detail we would need.” Mr Brown published a pamphlet calling for action on child poverty and told the BBC the benefit cap, which charities and experts argue is contributing to child poverty, should be looked at again.
