“Faced”, past tense, meaning they once did, but no longer face these issues?

Most of the people having gone through such an experience come back to their communities. A society cannot afford or effectively throw Anybody or Anything away. Think on that.

If / when these prisoners get released they are going to be worse off than when they entered. The American prison system needs some major changes.
