The Republican senator is crafting legislation to make permanent federal grants that fund reentry programs for formerly incarcerated people.

The Workforce Reentry Act would also strengthen the grant program by adding more direction and oversight of the grantees, Cornyn said.The senator said he also wants to see bonus payments awarded to programs that successfully expand capacity.
