What about the emergency respose effectiveness?victims recovery? There are existing laws it's going to take its course for cause of failure. Just Ensure And carry out deep incident investigation and implement recommendations to prevent recurrence.

There are institutions saddled with that responsibility pls ! Just get them working, and not building a govt around individuals.
