The proposed law aimed to gradually raise the legal age for buying cigarettes until it applies to the whole population. The legislation also included measures to reduce nicotine content and the number of tobacco retailers. The shift in attitude follows a new coalition agreement reached after the Kiwi general election, with the Conservative National Party winning.
