After 475 days of this Special Council Investigation, of the Russian involvement in the 2016 Presidential Election, it is difficult to understand why either Congress or the Nation is forced to wait for the only recently appointed AG Barr to summarize the Special Council Report

How is that even a question? DOJ policy is NOT to disparage an individual with alleged evidence of wrong doing when an indictment is not forthcoming. DOJ policy is you cannot indict a sitting president.
A key part of the story is that yes a sitting President can't be indicted, but all the bs about involvement by Jr. and Kushner and others is key to what the no further indictments really means. IF Trump was going down those 2 would have faced indictments.
The big question might be the veracity of the the Steele dossier
