The rare statement of defiance from state Sen. Brian Birdwell came around 10 p.m.
” He said in addition to violating the 10th Amendment, the latest draft also violates constitutional provisions that give Congress power over immigration laws. “That clause specifies all power and responsibilities for immigration is delegated to the federal government,” Birdwell said in his Thursday floor speech.
