The U.K. government is set to review a 184-year-old law that prevents e-scooters from being street-legal

In the document, Norman wrote: “Through this strategy the government aims to take advantage of [mobility] innovations.”

Currently, e-scooters, just like Segways before them, are not classified as “carriages” with rights on the “carriageway” parts of the public highway – they are classified as “mechanically propelled vehicles.” They therefore require driving licenses and compulsory third-party insurance, a hindrance for personally-owned e-scooters and a stone-cold killer for those companies wanting to introduces public highways such as roads, footways and footpaths.
