The relationship between London's black community and law enforcement remains tense and suspicious, threatening the ability of the police services to police by consent. Demonstrations in support of the Palestinian people have turned into something darker and more toxic, with officers standing by in bemusement. The Metropolitan Police is facing dysfunction and its bicentenary celebration in 2029 is at risk.

But we are now forced to look at the link between policing and policed more widely. We watch officers stand by in something like bemusement while demonstrations on our streets, ostensibly in support of the Palestinian people, curdle into something darker and more toxic. Or it will if it gets there. With less than six years to run till that commemoration, the capital’s police are neck-deep in dysfunction. Of the four previous commissioners of the Met, three have been forced into resignation. In 2017, the force announced it would stop investigating many instances of “lower level, higher volume offences such as shoplifting, car crime and criminal damage”.

“The word ‘jihad’ has a number of meanings but we know the public will most commonly associate it with terrorism. We have specialist counter terrorism officers here in the operations room who have particular knowledge in this area.”
