This action is brought by and through a coalition of the Filing States’ Attorneys General. 21. The Filing States bring this action pursuant to the authority conferred on the State Attorneys General by applicable federal and state law. The Attorneys General of the Filing States are authorized by COPPA to bring actions to enforce COPPA’s provisions. 15 U.S.C. § 6504. Pursuant to 15 U.S.C § 6504, the Filing States notified the Federal Trade Commission of this action.
