WASHINGTON—Democrats on Tuesday will reintroduce a bill providing permanent legal status and a path to citizenship for hundreds of thousands of young immigrants who came to the country illegally as children, but the bill is unlikely to move beyond the House of Representatives.

Dem. 2020 candidates should aim for comprehensive immigration reform. In addition to being socially necessary, a comprehensive reform bill like the one that passed the Senate in 2013 showed that such reform can lead to a net savings of about $135B over 10 years according to CBO.
