“The City could reasonably infer from the lengthy experiences of its police department—which was presented three times to the city council—that were responsible in significant part for the noxious secondary effects targeted by the Ordinance,” a part of the ruling read.The federal court’s ruling also stated that five other cities in Texas, including Fort Worth, have implemented “hours-of-operation restrictions” for sexually oriented businesses.
