House Republicans will gather behind closed doors this morning to try to heal their divisions and select a new speaker eight days after a handful of Republicans voted to oust will try to win the votes of a majority of the Republican conference — 113 votes, counting the nonvoting delegates who represent U.S. territories — in a secret ballot. But neither of them can become speaker without ultimately securing the support of 217 Republicans on the House floor.

The changes, if adopted, could spare Republicans a dramatic floor fight but make them select a speaker candidate behind closed doors. Jordan proposed putting a stopgap spending bill — known as a continuing resolution, or CR — on the House floor that would fund the government at current levels for at last the next six months.

If Jordan receives 217 Republican votes for speaker, Massie added, he would “have a mandate for a CR.” “There may need to be a Plan B and C,” Arrington said. “I wouldn't penalize anybody for that. But why would we start there when we have 38, 37 more days to get our work done?”“I think each of them have presented a path that they think would be successful,” Steil said. “But I think that the negotiation to get our spending bills through, regardless who the speaker is, is gonna be really difficult.
