Monash University students may be the next to get parking fine refunds in an escalating legal scandal that has seen two councils forced to pay back millions.

The university, which is seeking legal advice on the matter, revealed on Thursday it had an agreement with Tenix Solutions, an external contractor understood to have overseen its parking fines review process. The council, in Melbourne’s south-east, admitted it was "refunding drivers who parked illegally" due to an administrative error.

The City of Kingston, in Melbourne's south-east, revealed on Wednesday it will also repay motorists $2.3 million after discovering about 20,000 fines were ­wrongly reviewed by Tenix Solutions between 2006 and 2016.Ryan Osland "However, there have been concerns raised that the legislation may not allow external agencies to conduct appeals."
